UK-China Southwest Basic Education Project

The UK-China Southwest Basic Education Project(SBEP) funded by the Department for International Development(DFID)of UK with a £ 5.47 million GBP grant. The project introduced future-oriented and quality-oriented test methods of students' academic performance, and used Programme for International Student Assessment (PISA) to test and assess the situation, quality and achievements of study for more than 300,000 primary and secondary school students in five consecutive years.
The project designed various activities: 1) sponsored a large number of vulnerable children, and as well  conducted  action research to improve boarding school management; 2) established a new career development support system for teachers in nearly one thousand schools; 3) conducted intensive training for thousands of teachers and administrators; 4) Implement the school development program (SDP) in 315 schools and continue to conducted results-oriented performance evaluation and supervision; 5) and tried to establish education management information system based on personal information; 6) as well, helped Chinese government to improve basic education management and investment return. Through a series of multi-level and comprehensive  reform of education  investment and management, the project  helped to achieve  universal nine-year compulsory education in the last batch of remote counties with the most disadvantaged situation in China.
On  the process of quality enhancement, a more scientific and effective basic education management system was  established, including the administrative management which combines top-down and bottom-up participation, the interactive learning and teaching environment of equal participation of teachers and students, the school governance  with  wide participation  of key stakeholders, the education investment management model  integrated planning, implementation, monitoring and evaluation, and the compulsory education development model with  priority to vulnerable groups and social equity, etc. The six main activities  all  generated  significant achievements  and positive impacts. The project implementation effectively supported the six project counties to achieve universal compulsory education  goals as scheduled, and  made great  contributions to promote the reform, innovation, equity, quality and management of basic education in southwest China.
